We are excited to announce we are hiring a Head of Development.
This role will be primarily responsible for the sourcing and delivering new housing development opportunities for HAIL. The primary source of new units will be via acquisitions of turnkey properties, the acquisition and refurbishment of properties and partnerships on new developments with other AHBs and LAs. You will have responsibility for the management and full delivery of identified projects within the existing programme and all future projects.
Reporting to the CEO, the New Business Development Manager will form part of HAIL’s Extended Management Team. They will be responsible for keeping the CEO, Leadership Team and Board up to date on all housing development related matters.

Senior Housing Officer
Reference: SHO01
Location: Dublin
Reports to: Head of Housing and Property Management
To line manage housing team staff and work as part of the housing management team on all aspects of housing management, as well as managing the tenancies and properties in your designated area. This includes contributing to the successful performance of the Housing Team and building strong relationships with colleagues and key stakeholders, including Local Authorities.
€50,349 – €62,879 (starting salary dependent on experience)
Full-time role (35 hours/week), Monday to Friday. Some evening work may be required.

You’ll be managing a designated housing patch (approx. 140 units) in the Dublin area, while also mentoring and leading Housing Officers as part of HAIL’s Extended Management Team.
Line manage, mentor, and support Housing Officers.
Monitor performance to meet KPIs and service objectives.
Foster a values-driven, supportive team culture.
Manage property allocations per HAIL policy.
Liaise with local housing authorities and support staff.
Oversee viewings and pre-tenancy processes.
Manage rent and service charge systems.
Ensure timely income returns and changes of circumstances.
Monitor arrears and implement controls.
Ensure properties meet regulatory and internal standards.
Manage inspections, tenant behaviour, and anti-social issues.
Maintain accurate resident/property records.
Oversee repairs and cyclical maintenance programmes.
Inspect repair work and manage void property turnaround.

Starting at €30,082 with annual increments.
2-year fixed term contract with possible extension after successful completion of the programme.

HAIL, Ireland’s specialist mental health housing association, has stated that demand for its housing and support services continues to increase and that additional funding is needed to sustain its growth.
The organisation was commenting today (16.09.24) as it released its annual report for 2023. The reports shows that 694 people were supported by the housing association’s mental health tenancy sustainment services last year, which represents a 17% increase on 2022.
HAIL’s mental health tenancy sustainment services support individuals with mental health difficulties in maintaining their tenancy and developing independent living skills, whether they are HAIL tenants or living in private rented accommodation, local authority, or social housing.
In 2023, HAIL recorded a 99% tenancy sustainment rate for its own tenants through these services and a 97% tenancy sustainment rate for those living in non-HAIL accommodation.
Commenting, HAIL CEO Martina Smith, said: “HAIL is playing an essential role in addressing housing challenges for people living with significant and enduring mental health difficulties. The work we do helps people who would often be at risk of homelessness or hospitalisation maintain their tenancy and live independently in their home and community. We are providing a vitally important and cost-effective service to the State.
“However, to sustain the level of services we provide and expand into more communities across Ireland, we need additional funding from the Government. Each year we are seeing demand for our housing and support services increase and we expect this to continue.”
Martina Smith added: “An increase in funding will enable us to grow sustainably and support more people who are living in very difficult and challenging circumstances. We would welcome positive engagement from the Government on this in the upcoming budget.”
Supply of housing for people with mental health difficulties
HAIL is also calling for measures to be introduced to increase the supply of social housing specifically for people living with mental health difficulties.
The housing association currently provides 474 homes and is aiming to provide an additional 300 new homes over the next five years.
Statistics from The Housing Agency show there were over 1,600 people on waiting lists for social housing last year, who identified having a mental health diagnosis as the basis for their housing need.
HAIL wants the Government to ensure that at least 10% of properties in new build developments which have been allocated for social housing, are provided to people living with mental health difficulties.
Martina Smith commented: “This is a practical and effective measure the Government could implement to increase supply. It is challenging for a relatively small, approved housing body like ours to provide homes on the scale we need. To add to this, there is a real shortage of one-bedroom apartments available on the market, which tends to be most suitable form of accommodation for the people we support.
“HAIL recorded a year of unprecedented delivery in 2023. Our work has helped people living with significant and enduring mental health difficulties live independently in their home and community. Support from the Government on our funding and increasing the supply of social housing, would give us the ability to deliver on a bigger scale to help meet the demand for our housing and support services.”

HAIL, an Approved Housing Body, provides social housing primarily for those with mental health difficulties. We also provide tenancy sustainment support to assist our tenants and clients to live independent lives in the community.
Although our Head Office is in Dublin, we provide homes and services across the country. We currently have over 470 homes and in 2023 we supported 586 people with mental health difficulties. We have a team of 48 staff and 22 peer support volunteers.
Our Board has a wide range of skills and ensures the highest quality standards of governance. We are looking to strengthen this experience by appointing someone with senior financial experience, preferably gained in the housing or charity sectors. They will bring that experience to support us in providing more homes and support services for our tenants and clients.
In addition, to being on the Board we would like this role to Chair the Finance Committee that reports to the Board.
The Board meets approx. 5 times per year (a mix of online and in person meetings, the latter in Dublin) and the Finance Committee also meets 5 times per year online.

RTÉ star Joe Duffy has today launched Housing for Association for Integrated Living (HAIL)’s Neighbour’s Day Festival for 2024, encouraging people to talk about their mental health.
HAIL provides social housing and supports services primarily for people living with significant and enduring mental health difficulties, who would often be at risk of homelessness or hospitalisation without support.
Every year, the housing association organises a series of social events for its tenants on European Neighbour’s Day, which takes place tomorrow Friday, 24th May. This year, HAIL is calling on people to use Neighbour’s Day as an opportunity to promote the importance of mental health in their community.
Speaking at this morning’s launch event, Joe Duffy, said: “I am delighted to launch HAIL’s Neighbour’s Day Festival for 2024. HAIL does fantastic work supporting people living with mental health difficulties, to live independently in their homes and community.
“On Neighbour’s Day this year, HAIL is encouraging people to have a cup of tea with their neighbours, to reconnect and talk about the importance of looking after your mental health and getting help when needed. This is an excellent initiative which will help raise awareness about mental health and the supports that are available to help people.”
Also commenting, HAIL CEO Martina Smith, said: “Neighbour’s Day is a great day every year, as it promotes a strong sense of community and belonging. We hope Neighbour’s Day this year generates conversations in communities across Ireland about mental health and why people should not hesitate when it comes to getting support.”
HAIL provides mental health tenancy sustainment support services for it owns tenants and to people living in private rented accommodation, local authority housing and social housing who have been referred to them for support. These services help people maintain their tenancies and promote independent living skills.

Local election candidates in next month’s election are being encouraged to support more social housing for people with mental health difficulties in their constituency.
The call is being made by the Housing Association for Integrated Living (HAIL), Ireland’s specialist mental health housing association.
The housing association provides social housing and mental health tenancy sustainment services to people living with significant and enduring mental health difficulties.
HAIL is aiming to deliver an additional 300 new homes under its current strategic plan (2024-2028) and is appealing to local election candidates to support them reach this target.
Commenting today (07.07.24), HAIL CEO Martina Smith, said: “The public will go to the polls in a month’s time to vote for their new city and county councillors. We are calling on local election candidates to commit to supporting more social housing specifically for people living with mental health difficulties in their electoral area.
“Statistics from the Housing Agency show there were over 1,600 people in 2023 on waiting lists for social housing, who identified mental health as the basis for their housing need. Therefore, there is a clear demand for more social housing for people living with mental health difficulties and more needs to be done to increase supply.
“Through our homes and support services, HAIL is playing a key role in supporting people with mental health difficulties to live independently and we are determined to do more. We are asking local election candidates to support our call to ensure that 10% of Part V properties are allocated for people with mental health difficulties. These are properties in new build estates which have been allocated for social housing. We see this as an effective measure local authorities could implement to increase the supply of social housing for people living with mental health difficulties.”
Martina Smith added: “City and county councillors play an important role in shaping policy in their electoral area. We hope local election candidates support our call for more social housing for people living with mental health difficulties, as this will help to provide more stable and secure homes for those in need.”
